Raymond Machary is the principal ICT officer at the Ocean Road Cancer Institute in Tanzania.
He began his career in 2007 at the Ruvuma Regional Commissioner’s Office, where he led ICT initiatives across local government authorities, modernising services in line with the National ICT Policy. In 2009, he moved to the Ministry of Minerals and Energy’s Gold Audit Program, where he developed and deployed ICT systems that improved transparency and revenue collection in the mining sector.
In 2013, Raymond joined the Tanzania Minerals Audit Agency (TMAA) as principal computer analyst, managing ICT infrastructure for regional offices and creating secure systems for data integration and audits. He later transitioned to the Jakaya Kikwete Cardiac Institute (JKCI) in 2017, first as principal system administrator, then as head of ICT, where he spearheaded the rollout of a secure enterprise-wide hospital management system and a comprehensive ICT security and disaster recovery strategy.
In 2022, Raymond became principal ICT officer at the Occupational Safety and Health Authority (OSHA), where he supervised the design and deployment of the Workplace Information Management System (WiMS) using Agile methodology, enhancing data-driven decision-making. He was appointed to his current role at the Ocean Road Cancer Institute in 2025, where he leads ICT strategy, digital transformation, donor-supported projects and cybersecurity.
