Karinda Prime is the chief digital officer at Rwanda Development Board.
He leads the organisation’s digital strategy and transformation agenda, overseeing enterprise systems, digital platforms, data initiatives and technology governance to support service delivery and economic development.
Prior to this role, Karinda served as IT operations division manager at Rwanda Development Board. He managed IT operations, applications and governance frameworks, aligning technology initiatives with business goals while improving service performance and system reliability.
He worked as ICT business analysis specialist at the same organisation, where he led business systems analysis and implementation of digital solutions, contributing to improvements in service delivery and operational processes.
Karinda also served as ICT business systems specialist at the National Capacity Building Secretariat, where he supported the development and implementation of ICT solutions, including systems integration and database management initiatives.
Before joining public service, he held roles at the Rwanda Education Board as an IT expert in e-learning and at the Workforce Development Authority as a software developer. In these positions, he contributed to the deployment of digital learning platforms, infrastructure development and software solutions to support education and workforce training programmes.
He began his career as a data capture workstation operator at the National Institute of Statistics Rwanda, where he supported database systems and data management processes.
