David Bagandanswa is the head of technology at Liquid Intelligent Technologies.
He leads the organisation’s technology function, overseeing infrastructure, systems and the delivery of services across its operations in Uganda.
David is responsible for ensuring that technology platforms support business performance and customer delivery. His work centres on managing complex systems, aligning technology initiatives with organisational priorities and maintaining the reliability and scalability of network services in a fast-moving telecommunications environment.
Before joining Liquid Intelligent Technologies, David worked at FINCA International as a regional project manager for Africa. Based in Kampala, he oversaw projects across multiple markets, including Tanzania, Zambia, Malawi, the Democratic Republic of Congo and Nigeria. His role involved coordinating cross-country technology initiatives, managing delivery timelines and working with regional teams to implement systems that supported financial services operations at scale.
Earlier, he spent a short period at MTN as a project manager within the IT shared services hub covering Uganda, Rwanda, Zambia and Swaziland. In this role, he contributed to the execution of regional technology projects, working within a multi-country environment to support service delivery and operational efficiency.
David’s experience in telecommunications was further developed during his time at Orange Uganda, where he held two roles over more than five years. As internet service provision and enterprise solutions manager, he was responsible for managing ISP services and business solutions, focusing on delivering reliable connectivity and tailored services to enterprise clients. Prior to that, he worked as a telecommunications solutions and pre-sales engineer, supporting the design and delivery of technical solutions aligned to customer needs.
He began his career at Alcatel-Lucent as an NMS/OMC-R engineer, where he worked on network management systems, gaining hands-on experience in telecommunications infrastructure and operations.
